India has one of the most heterogeneous societies in the world. It is a multi-cultural, multi-linguistic, multi-ethnic and multi-religious country. Constitutionally, it is also a sovereign socialist secular democratic republic. But in recent times, Hindu nationalism or Hindutva has been dominant in shaping Indian politics. Hindutva, a shorthand of Hindu nationalism, is actually a politico-ideological device that appears to be disassociated from the spiritual roots of Hinduism and, to many, it is very much alike to the rise of political Islam. (...) Although Hinduism is native to the Indian subcontinent, Hindutva as a political ideology is comparatively a recent phenomenon which creates a growing concern to the land since 1920s. India experienced the rise of Hindutva as a concrete political ideology in 1923 introduced by V. D. Savarkar as it starts to achieve its popularity since 1980s. Obviously it has many reasons. Hindutva is not a monolithic concept as it is generally perceived. Rather, its text, subtext and context had changed throughout the 20th century depending on the period and leadership. The objective of the paper is to implement and validate diagnosis in the medical field via refined neutrosophic fuzzy logic (RNFL). As such, we have proposed a Max-Min composition (MMC) method in RNFL. This method deals with the diagnosis under certain constraints like uncertainty and indeterminacy. Further, we have considered the diagnosis problems to validate the sensitivity analysis of the novel multi attribute decision-making technique. One of the disadvantages of the point estimate in survey sampling is that it fluctuates from sample to sample due to sampling error, as the estimator only provides a point value for the parameter under discussion. The neutrosophic approach, pioneered by Florentin Smarandache, is an excellent tool for estimating the parameters under consideration in sampling theory since it yields interval estimates in which the parameter lies with a very high probability. As a result, the neutrosophic technique, which is a generalization (...) of classical approach, is used to deal with ambiguous, indeterminate, and uncertain data. In this investigation, we suggest a new general family of ratio and exponential ratio type estimators for the elevated estimation of neutrosophic population mean of the primary variable utilizing known neutrosophic auxiliary parameters. For the first degree approximation, the bias and Mean Squared Error (MSE) of the suggested estimators are computed. The neutrosophic optimum values of the characterizing constants are determined, as well as the minimum value of the neutrosophic MSE of the suggested estimator is obtained for these optimum values of the characterizing scalars. Because the minimum MSE of the classical estimators of population mean lies inside the estimated interval of the neutrosophic estimators, the neutrosophic estimators are better than the equivalent classical estimators. The empirical investigation, which used both real and simulated data sets, backs up the theoretical findings. For practical utility in various areas of applications, the estimator with the lowest MSE or highest Percentage Relative Efficiency (PRE) is recommended. (shrink)

Philosophical discussions of the phenomenon that has come to be known as ‘moral luck’ have either dismissed it as illusory or touted it as the evidence for doubting the probative value of our commitment to certain widely avowed views concerning interpersonal assessments of responsibility. In this discussion, we present a third, distinctive interpretation of the moral luck phenomenon. Drawing upon empirically robust results from psychological studies of judgment bias, we argue that the phenomenon of moral luck is demonstrably not illusory. (...) What we suggest, however, is that the phenomenon ought not to be taken to countenance doubts about the standards generally taken to be regulative of assessments of interpersonal responsibility. Rather, its significance lies in foregrounding certain generally unacknowledged obstacles we face in the process of conclusively applying general valid moral standards in making specific judgments of responsibility and desert.1. . Effective text region extraction and binarization of image embedded text documents on mobile devices having limited computational resources is an open research problem. In this paper, we present one such technique for preprocessing images captured with built-in cameras of handheld devices with an aim of developing an efficient Business Card Reader. At first, the card image is processed for isolating foreground components. These foreground components are classified as either text or non-text using different feature descriptors of texts and images. (...) The non-text components are removed and the textual ones are binarized with a fast adaptive algorithm. Specifically, we propose new techniques for foreground component isolation, text extraction and binarization of text regions from camera captured business card images. Experiments with business card images of various resolutions show that the present technique yields better accuracy and involves low computational overhead in comparison with the state-of-the-art. We achieve optimum text/non-text separation performance with images of resolution 800×600 pixels with an average recall rate of 93.90% and a precision rate of 96.84%. It involves a peak memory consumption of 0.68 MB and processing time of 0.102 seconds on a moderately powerful notebook, and 4 seconds of processing time on a PDA. (shrink)

. Software testing is a very important phase in the development of software. Testing includes the generation of test cases which, if done manually, is time consuming. To automate this process and generate optimal test cases, several meta-heuristic techniques have been developed. These approaches include genetic algorithm, cuckoo search, tabu search, intelligent water drop, etc. This paper presents an effective approach for test data generation using the cuckoo search and tabu search algorithms. It combines the cuckoo algorithm's strength of converging (...) to the solution in minimal time along with the tabu mechanism of backtracking from local optima by Lévy flight. The experimental results show that the algorithm is effective in generating test cases optimally and its performance is better than various earlier proposed approaches. (shrink)

Vowel phonemes are a part of any acoustic speech signal. Vowel sounds occur in speech more frequently and with higher energy. Therefore, vowel phoneme can be used to extract different amounts of speaker discriminative information in situations where acoustic information is noise corrupted. This article presents an approach to identify a speaker using the vowel sound segmented out from words spoken by the speaker. The work uses a combined self-organizing map - and probabilistic neural network -based approach to segment the (...) vowel phoneme. The segmented vowel is later used to identify the speaker of the word by matching the patterns with a learning vector quantization -based code book. The LVQ code book is prepared by taking features of clean vowel phonemes uttered by the male and female speakers to be identified. The proposed work formulates a framework for the design of a speaker-recognition model of the Assamese language, which is spoken by ∼3 million people in the Northeast Indian state of Assam. The experimental results show that the segmentation success rates obtained using a SOM-based technique provides an increase of at least 7% compared with the discrete wavelet transform-based technique. This increase contributes to the improvement in overall performance of speaker identification by ∼3% compared with earlier related works. (shrink)

This article presents a novel control approach, hybrid neuro-fuzzy, for the load frequency control of a four-area interconnected power system. The advantage of this controller is that it can handle nonlinearities, and at the same time, it is faster than other existing controllers. The effectiveness of the proposed controller in increasing the damping of local and inter-area modes of oscillation is demonstrated in a four-area interconnected power system. Areas 1 and 2 consist of a thermal reheat power plant, whereas Areas (...) 3 and 4 consist of a hydropower plant. Performance evaluation is carried out by using fuzzy, artificial neural network, adaptive neuro-fuzzy inference system, and conventional proportional and integral control approaches. Four different models with different controllers are developed and simulated, and performance evaluations are carried out with said controllers. The result shows that the intelligent HNF controller has improved dynamic response and is at the same time faster than ANN, fuzzy, and conventional PI controllers. (shrink)

Theory of relation ( paccaya) is a law explaining the existence of the dhammas , being related by some relations. It is further extension of the law of dependent origination ( paṭiccasamuppāda ). Things come to existence in our day-to-day life. The law of dependent origination explains that they (...) come into existence; depending upon some other factors. The theory of relation explains that such dependence on the other dhammas is possible due to some relations. In other words, Paṭiccasamuppāda explains the process of existence of conditioned things. The relation ( paccaya ) explains the relation existing between different phases coming into existence. Such relations are also explained in conditioned things only. (shrink)
